EDIUS does automatically change the timeline frame rate to match a file. If your project is set to 59.94i and you drag a 24p clip in, EDIUS will try to conform it. However, if that 24p clip has a non-standard timecode or variable frame rate (common with screen recordings or smartphone video), you will see the error.
The most common cause is attempting to export at a resolution or frame rate that is fundamentally incompatible with the selected codec. For example, trying to export a specific resolution like 1280x720 at a frame rate the chosen profile doesn't support for your device.
